Ah, the classic "holder" toy. This has pretty much become a staple of the yearly Kamen Rider franchise, very few seasons skip it. In Kamen Rider Build's case, the draw is not the holder but the exclusive gimmick item it comes with. With the Full Bottle Holder you get 3 empty slots for 3 Full Bottles (too bad 8 are already out, making this thing obsolete already). It comes with the Soujiki Full Bottle, and currently this is the only way to get this toy.
